Service Features
Thai Standard Chip Card Operation Scheme, or PromptCard service, is a service for issuing the National ITMX's PromptCard in response to the government's policy in implementing the Card Usage Expansion & Promotion project, which is the second project of the National e-Payment Development Plan. The service is a value-added service to the company's existing services, which include ITMX Single Payment (ATM Pool) and ITMX Local Switching. Member banks can properly issue cards for use on the ITMX network, which are classified into three types based on the business model.
1. ITMX Thai Standard Chip Card Operation Scheme or PromptCard Debit Cards The debit card with pure PromptCard's logo that can be used for local ATM transaction and purchasing for goods and services at domestic retailers or point of sell (POS) that accept debit card using the Thai Chip Card Standard. Local transactions will be routed through the ITMX network under NITMX scheme rules and not support international transaction.
2. Co-badged Debit Cards of ITMX Thai Standard Chip Card Operation Scheme or PromptCard and International Card Scheme (MasterCard) The debit card, with both PromptCard and MasterCard logos, can be used for local and international ATM transaction as well as purchasing goods and services at point of sell that accept debit card using the Thai Chip Card Standard. Local transaction will be routed through the ITMX network under NITMX scheme rules, and international transactions will be routed through the MasterCard network under MasterCard scheme rules.
3. VISA Local Brand Debit Cards with ITMX serving as a Third Party Processor to VISA Local Brand (Outsourcing Model) The debit card with VISA logo, which is similar to the second type but does not have the PromptCard logo displayed on the card, it can be used for both local and international ATM transaction, as well as purchasing goods and services at point of sell that accept debit card using the Thai Chip Card Standard. Local transaction will be routed through the ITMX network under VISA scheme rules (ITMX only serves as a local processor), and international transaction will be routed through the VISA network under VISA scheme rules.
1. Banks or Institutions of the payment service provider
Qualifications of the Applicant
1) Must be either a commercial bank licensed to conduct commercial banking under the Financial Institutions Business Act B.E. 2551 (2008) or a bank established under specific legislation.
2) Must be a business provider of the designated payment services under the Payment Systems Act B.E. 2560. (2017).
Revocation of Membership
1) The bank's license to operate commercial banking under the Financial Institutions Business Act B.E. 2551 (2008) has been revoked, or the bank has been disqualified as a bank established under specific legislation.
2) The business provider's license to operate a designated payment service under the Payment Systems Act B.E. 2560. (2017) has been revoked.
2. Retailers or Point Of Sale payment service providers
For more information about the service terms and conditions, the retailer or service provider can contact the bank or the institutions of the payment service providers directly.
3. Customers or users of the payment service
The customer, who holds debit card issued by a local issuer bank and makes purchases within the country, can contact the issuer bank or institution directly for more information on card registration and usage.
Benefits
1. The PromptCard of National ITMX will support the government's National e-Payment project by reducing the use of cash and providing a channel for the government sector to pay public welfare in a more transparent manner.
2. Member banks can comply with BOT regulations regarding chip cards and local rules that are highly secure and meet the Thai Standard as specified by the Thai Bankers' Association.
3. Assist member banks in the Single Payment System and existing local switching in continuing to operate card payment businesses without violating BOT rules.
4. ITMX can assist member banks in issuing cards, including local debit cards and co-badge debit cards with foreign schemes.
5. Member banks can avoid the cost of investing in new hardware/software and the equipment for connection with the new work system by using ITMX Local Switching system without entrance fee required.
6. Member banks can avoid the need for team expansion or operational work burdens by implementing the ITMX work system service, as well as utilizing the existing settlement system, back office system, and other support systems.
7. The ITMX system has a secure and convenient settlement procedure as the balance is settled through the Central Settlement System (CSS) and the BOT's BATHNET system under the BOT's SRS measures.
8. The ITMX system is highly secure, meeting ISO 27001 and PCI DSS international standards.
9. Bank customers have been familiar with the PromptCard ATM Pool logo, making marketing communications with customers easier.
10. Standard of Product Innovation, value-added including Security and Risk management is comparable to international schemes (VISA & Master Cards).

Additionally, we incorporate private network devices between the company and member banks that control the connection devices using the Security Key system. The company focuses on providing the most advanced security for the advancement of the national transfer/payment system to meet international standards. Furthermore, to protect users from any form of interception while ensuring the integrity of information transmitted through the system.
The company’s Local Switching system has completed the verification and passed ISO 27001 certification for Information Security Management Systems as well as the complying certification under PCI DSS (Payment Card Industry Data Security Standard), which is an international card data security standard.
